Activists noted that Trump invoked the International Emergency Economic Powers Act (IEEPA) when implementing his policy. However, the president could only use the powers granted to him in the event of a “national security, economic, or foreign policy emergency” in the United States.
Trump explained his behavior by the threat of a trade deficit. But, according to human rights activists, this reason cannot be called extraordinary. The lawsuit was filed by five private companies.
